Mr. Fox earned his Juris Doctor from Delaware Law School (now Widener University School of Law) in 1975, where he graduated in the top third of his class and won the Linday Law Prize for excellence in legal research. While studying for his law degree, he worked for the United States General Services Administration in Washington D.C. and also served as a guest lecturer for the Presidential Classroom for Young Americans.
From 1969 to 1975, Mr. Fox served in the reserve component of the United States Air Force as a Tech. Sgt.
A graduate of the Pennsylvania State University, Mr. Fox earned his bachelor's degree in Public Service in 1969. As an undergraduate, he was Class President twice and also Vice President of the student body. Mr. Fox graduated from Cheltenham High School, Wyncote, Pennsylvania in 1965.
